House rulebook
Rule 1 · The ticket. A ticket is 0.01 ETH, sealed. Holders of 4,000 $DRAWHALL drop up to 10 per call, as many calls as they like.
Rule 2 · The close. The hall closes every 15 minutes on the clock. The close seals the round to a block three blocks ahead, one that does not exist yet.
Rule 3 · The draw. That block's hash picks one ticket: keccak256(hash, round, tickets) mod tickets. Nobody chooses it; anyone can recompute it.
Rule 4 · The pay. Every other ticket pays the drawn ticket 0.001 and takes 0.009 back. Under two tickets, the round refunds whole.
Rule 5 · Worked round. 30 tickets at 0.01. Ticket #17 is drawn. The other 29 pay it 0.001 each = 0.029 and take 0.009 back each. Ticket #17 collects 0.039: its own 0.01 plus 0.029.
Rule 6 · The house. The house sets the coin once and opens the first round. It takes no cut and has no way to withdraw. Winnings and refunds wait for you; collect them any time.
